NRLM Non – Intensive through State Resource Cell (SRC) of Jharkhand SRLM
NRLM is poised to reach all blocks & districts of Jharkhand by the end of 2015 as a result of which a phased manner implementation approach is being adopted. Presently 40 blocks of 12 districts have been taken under Intensive approach whereas the remaining 219 blocks in 23 districts is being covered under Non-Intensive approach.
The overall focus under non intensive blocks is to create a readiness of the SHGs and other village organizations for quick and quality adoption of the process and learningfromintensive blocks. In Non-Intensive areas thrust has been given to the followings;
- Capacity building of DRDA staffs,
- Capacity building of existing SHGs
- SHGs and bank linkage,
- Revolving fund and interest subvention to deserving SHGs,
- Skill development and placement of rural youths,
- Micro enterprise development.
An independent wing, State Resource Cell(SRC) with 9 professionals and 2 support staff, has been operational since July 2013 under JSLPS slated to provide quality support in terms of
- strategic planning, convergence and forging partnership,
- development of Information Education& Communication(IEC) materials on different themes pertinent to strengthening of village level institutions,
- development of training modules, calendars and design,
- carry out need assessment studies and provide suitable solution for capacity building and strengthening of institutions and
- Commissioning studies on livelihood promotion.
Above and beyond, providing tactical and effective guidance to DRDAs for NRLM implementation is the primary agenda of SRC at nonce. Capacity building of human resources of DRDA responsible for NRLMpreceded by capability assessment of all the districts of Jharkhand barring Pakur has evolved as one of the key agenda before SRC.
Below are a few strategic steps taken by SRC to strengthen the structural and professional composition in DRDAs for implementing NRLM in non-Intensive areas;
Creation of NRLM Cell in DRDAs: A dedicated NRLM Cell consisting of a District Coordinator (training & capacity building), Technical Coordinator (MIS & Monitoring) and one Office Assistant-cum-Computer Operator has been perceived to be required for providing quality and meeting deadlines. SRC has developed standard guideline for formation and recruitment of professional team under district level NRLM Cell in DRDA and circulated to all districts.
Creation of Resource Pool: State and district level subject wise resource personsare essential to carry out large number of trainings and capacity building strategies at district/block/cluster/Panchayat level.ToR for engagement of specialists (social mobilization & institution building, financial inclusion, livelihood promotion etc) Resource Person for creation of Resource Pool at District/State in Non-Intensive blocks has been developed and circulated to all districts.
Formation of block/cluster/Panchayat level Team: Keeping in mind the vast magnitude of NRLM activities and coverage area it has been contemplated to provide additional support at the sub-district level. Providing professionals in the non-intensive blocks may involve huge financial resource which at the current pace of NRLM activities may not be a feasible proportion yet the requirement of such human resources can’t be ignored. Hence, cluster approach has been found to be the cost saving and effective way of handling this issue. A cluster consisting of 3-4 adjacent blocks, identified by the district DRDAs, with 2 Subject Matter Specialist one on Capacity Building & Training and the other on Financial Inclusion & credit mobilization with one Panchayat Coordinator for each selected model Panchayat is to be made available with the support of NGOs. These NGOs are to be selected through a rigorous selection process and SRC has developed the ToR for engagement of such services at sub-district level.
Instead of spreading widely and sporadically, concentrating in one Panchayat, putting resources for saturation and then disseminating through neighboring Panchayats may prove to be an effective way of operating. Believing in this approach, a model Panchayat in each non Intensive block, which has already been selected under MGNREGS for convergence, has been taken for intensifying the activities of NRLM.
All POs, APOs and Technical Assistants of the DRDAs of the state have been immersed and imparted training at SERP, Hyderabad. They have been exposed to the practices and processes under NRLM of Karimnagar and Nalgonda district of Andhra Pradesh.5 out of 9 program SRC personnel have been immersed in SERP, Hyderabad for developing proper understanding about NRLM.
Orientation on MIS templates, Reporting Schedules and Online update provided to 24 district officials.2 days MIS transitory workshophas been conducted for all 24 districts MIS Officials. Review meetings on SGSY settlement & closure activities and NRLM progress being conducted on a regular basis with DRDA officials viz; Directors, POs/APOs, Technical Assistants, Accounts Officers and Auditors.
District level orientation workshop on NRLM implementation held in 6 districts viz; Latehar, Palamu, Deoghar, Godda, Lohardaga and Ranchi. Training on MIS related to NRLM in district Bokaro. District Level Coordination Committee(DLCC) meeting is the leading forumfor planning and review of NRLM at district level. SRC has participated to provide professional inputs in Latehar and Ranchi so far and is committed to use these forums for information dissemination, review and planning.
Empanelment of Resource Center
To ensure the capacity building exercises under NRLM, proposals for empanelment of Resource Centre is initiated. The institution like XISS, NBJK, Hotel Ashoka, BSNL, Fishery Dept., SIRD submitted their proposal.
